ACRA unveils a draft methodology for credit rating assignment to private pension funds

The Analytical Credit Rating Agency (ACRA) has published on its website the draft methodology for credit rating assignment to non-state pension funds (NPFs) under the national scale of the Russian Federation.

Unveiled to gather comments from market participants, the document outlines the principles ACRA plans to base rating actions on with respect to private pension funds. The draft methodology is available in Russian at

“The key principles underpinning the methodology for assigning credit ratings to NPFs are multivariate analysis of financial and operational indicators, statistical study of pension savings investment efficiency, and application of indicators accounting for the current Russian legislation on prudential control and supervision. We are confident that our profound knowledge of pension funds’ liability structure and asset quality issues has crystallized in a document that thoroughly reflects all the peculiarities of the Russian pension sector,” says Yuri Nogin, Director, Financial Institutions Ratings Group at ACRA.

“The ratings assessing creditworthiness under the proposed methodology will be pegged to the national rating scale of ACRA, and the federal legislation will treat them as credit ratings, as they will gauge the risk of rated entities’ failure on their financial obligations,” notes Anton Shishov, Managing Director, Head of the Methodology Group at ACRA.

Market participants are welcome provide their feedback on the proposed methodology by sending their comments to till March 25, 2017.

ACRA also continues to conduct regular credit analysis trainings and is currently offering enrollment into its April 19–20, 2017 course on credit analysis of banks and non-bank financial institutions.
